In the late 1950’s and early 1960’s Steve studied at Boston College, the University of Massachusetts, Duke Law School, and McGill University’s Institute for Air and Space Law.  For more than four decades he worked closely with government officials, aerospace industry experts, and with national and international space policy makers from every part of the world to help formulate many existing space laws and policies.  His exceptional experience and vision enable him to contribute significantly to continuing development of space law and policy.

Currently enjoying retirement in Hampstead, North Carolina, Steve continues to write and consult.  Current clients include:  Clean Energy Systems, Inc. of Rancho Cordova, CA, and International Space Services, Inc. of McLean, VA.  Former clients include  the University of Mississippi’s National Center for Remote Sensing, Air, and Space Law, Oxford, Mississippi; C2 Associates, Phoenix, AZ, The Walter Mobility Group, Placerville, CA, and the History Office of the National Aeronautics and Space Administration.

Whether helping to bring to market cutting-edge, environmentally neutral energy, lecturing before law students across the Americas, or organizing his resources for the latest book project, Steve continues to demonstrate his passion for space law and human development. At age 86, he says,“There are still many things I’d like to do before my great and sovereign Lord takes me home.” In these pages we will chronicle Steve’s accomplishments, look in on his current endeavors, and offer a glimpse of his plans for the future.
