In the late 1950’s and early 1960’s Steve studied at Boston College, the University of Massachusetts, Duke Law School, and McGill University’s Institute for Air and Space Law. From 1965 to 2015 he worked closely with government officials, aerospace industry experts, and with national and international entities in astronautics from every part of the world to help formulate many existing space laws and policies.  His exceptional experience and vision enabled him to contribute significantly to continuing development of space law and policy.

Currently enjoying retirement in Texas, Steve continues to write.  From 2010 to 2020 he worked on a biography of Andrew G. Haley.  That work was published by the International Institute of Space Law (IISL) on its website in Paris in 2024.  From 2015 to 2020 Steve worked on an autobiography which is also nearing publication in 2025.  A third work, also published in 2024 on the IISL website, describes the life and seminal work on Space Law of Czechoslovakian space pioneer Vladimir Mandl (see publications).
